በከተማው በመንግስት ተቋማት ያለውን የሰው ሃብት በማልማትና በማስተዳደር እንዲሁም ቀልጣፋና ውጤታማ የአደረጃጀት ፡ የለውጥ አሰራርን በማስፈን ቀልጣፋ የመረጃ ስርአት በመዘርጋት የመንግስት ንድፈ ሐሳብ እና የማስፈጸሚያ ስልቶችን በብቃት የሚፈጽም የመንግስት ሰራተኛ መፍጠር

By developing and managing the human resources in government institutions in the city, and by establishing an efficient and effective system of organization and change, by establishing an efficient information system, to create a public servant who will efficiently implement the theory and implementation strategies of the government.
