ባልተማከለ የጤና አገልግሎት ስርዓት ውስጥ ጥራቱን የጠበቀ፤ ለሁሉም ፍትሐዊና ተደራሽ የሆነ የጤና ማበልጸግ፣በሽታ መከላከል፣ የፈውስ ህክምናና የተሃድሶ የጤና አገልግሎት በመስጠትና በመቆጣጠር የወረዳውን ሕዝብ ጤናና ደህንነት ወደ ላቀ ደረጃ ማድረስ ነው፡፡
